Matt has more than 25 years’ experience in the procurement and commercial delivery of major civil infrastructure capital projects and maintenance contracts in the UK and New Zealand. He provides an in-depth understanding of how to manage risk throughout the project lifecycle, both as a contractor and client-side.

Matt oversees the review and preparation of procurement documentation for multiple forms of contract and panel agreements. This includes NZS 3910 Construct Only and NZS 3916 Design & Construct contracts (bridge rebuilds for Gisborne District Council); Conditions of Contract for Consultancy Services (CCCS) for designer procurement; and bespoke Target Outturn Cost models for local authorities such as Nelson City Council.

He is frequently involved in market sounding exercises, commercial troubleshooting, and the review of variations and extensions of time.  Matt also drafts, reviews and verifies cost fluctuation mechanisms within contracts. Familiar with NZTA contracts and documentation, Matt has also supported NZTA in the development of online in-house training modules focused on commercial acumen and the practical application of NZS 3910 contracts.
