Gisborne Road Maintenance

This three-year project involved the strategic review of current and historical maintenance contract structures, procurement strategy, options and plans. Only two or three Tier 1 contractors had been bidding on the contracts.

Following the review, seven new road maintenance contracts were created for Tairāwhiti that aligned with the availability of local, appropriately qualified contractors and national capability. A major goal was to create opportunities for local contractors to successfully tender for and win contracts and provide employment, rather than subcontracting to a Tier 1 contractor under a more traditional contract. This new format resulted in five local and national businesses bidding for each tender, with several contracts being awarded to local contractors.

We managed the overall process, developing and implementing new maintenance contract models and leading the procurement strategy and tender process, including tender evaluation. Post-award, Brendon was embedded as Engineer’s Representative for two years, working collaboratively with contractors, while holding them accountable against performance and programme expectations. As a mentor to GDC’s team, he provided the tools and supported capability development to enable the team to transition to these roles and manage the contracts in-house. He also worked with GDC team to set appropriate levels of service in line with budgets.
